Small correction, you get ilvl50 gear at 45. You get the i90 at 50 (when it can be equipped). Either way, though, the 45/50 job quest gear is a significant improvement over anything else you're likely to find at that point.

(also think describing level 60 rotations to the new level 22 character is probably a bit of information overload. but maybe that's just me)

You actually get both sets at level 45. You get the i50 set from certain points in the level 45 quest, while the i90 set is the reward from finishing the quest itself. The exception is the chest piece (both the i50 and i90 version), which you get from the level 50 quest.
