I can't find myself to trust those percentages when you've shown to lack outside knowledge. You keep saying little servers have no community, but you're simply wrong. You're welcome.In reality, the RP community is split in its reaction to the restriction. It falls within a few camps: (1) the indifferent and "wait and see" camp (60% of people); (2) the "let's try for 30th time to do something that has failed every time - create sustainable RP communities on other servers that are something greater than a 20-50 person clique" (20% of people); and (3) the "let's take action to restore the status quo that has worked for over 2 years camp" (20% of people).
I think people are predisposed to either support or oppose the restriction depending on how much they value community. Many believe that community in a MMORPG is essential, and SE has prohibited the community on high population servers from growing. The efforts of RPers to create a viable alternative RP server that is larger than a small clique will likely fail due to disorganization, conflicting personal interests, and a variety of other factors - like it has countless times before.
Most who support the restrictions value playing in pre-established groups and may not care very much about the community at large. They don't realize that the community itself is important to ensuring the long-term health of their groups.
I apologize for being unable to address each and every post in this thread due to time constraints. However, the majority of critical responses are best addressed by pointing out the following:
SE could remedy the supposed over-population problem through a variety of different means that would not potentially harm the communities on high population servers, or at least disclose the date when the restriction will be lifted [see OP for ideas].
Balmung's "community" (I'm beginning to think you mean playerbase at this point because a smaller community can be way better than a bigger community) has grown so large that the only ways into the server were through paying 18 USD and waiting for the servers to come back up after a fix. That's an issue. It's also gotten so big that there needs to be a queue sometimes. That's also an issue, since it seems that Balming and Gilgamesh are the only NA servers out of 25 that need to get a queue (as it appears to me). It's also locked most of the time, which is not normal at all since there are 25 NA servers. If this is the case, then the community has grown too large there. SE is not restricting the community's growth because the community has already reached its limit. The only reason you're getting these ghost towns is because everyone's being persuaded to go there for no real reason. Balmung seems to be the only detriment to the smaller servers, and there's no denying that. If it wasn't, why are there empty servers? If we weren't all focused in on one server then we could have healthy communities that everyone can find a place it that have ideas that match their own. The only places whose community has been prohibited from growing are the smaller servers.
And SE has done something great. They aren't trying to fill in other servers to make them match Balmung, they're trying to get the population down so there aren't as many issues. I can see that you're not even going to try to see from the opposing side because you said "supposed overpopulation" when it's clear that it is. No other servers are having issues like Balmung is (as far as I know).
Back yourself up. I can and have read just fine. My issue is that NONE OF THESE BONUSES ARE SCURRENTLY ACTIVE. We know nothing about the details of when they will be. So right now, my FC cannot accept new members because SE hasn't done anything accept lock the server.

Oppening a RP server and some other points are worthy of discussion, but instead of that we got to see a bunch of entitlement and now an attempt to turn this into identity politics, sadly.
I didn't say you can't read, just that you will not. It's very clearly stated that those bonuses are available when Stormblood becomes active. There are people already on your server without FCs, there are on every server. Not that it matters, since you appear to be one of those FCs that just wantonly invites players while providing nothing but FC buffs at best. Your server is full.
