Can confirm. Just went and looked at the mogstation and neither Balmung nor Gilgamesh appear. In any event, this is only temporary. They did it back when Heavensward released in the hopes a flux of new players won't populate the already massive servers. Give it 3-4 months and they'll be open for transfer again.
Doubt it unless they take a serious population dive. Balmung and Gilgamesh will likely be closed to transfers/creation until they drop to about 2/3rds their current population.
