    I believe it would only offer free time to those who have the PS3 license and no active sub currently.
    Just like Lexia said, it wouldn't matter if you have a sub and/or some other license on the account.

    Users with multiple platforms registered to one service account will only be eligible to play for free when logging in from the PlayStation®3

    I said it's only offered if, not offered only to PS3.
    Just because you're playing a couple of days from your PS3 doesn't mean your active sub for the other systems will pause. If you don't log in you don't keep the missed play day in your sub.
