They're completely different. neko-sentai blocked the images i originally linked, so i cant show you any proof, but basically there are two leviathans in the data files for FFXIV. One is the original one and the other is the simplistic one shown in this thread.
I don't think the big Sea Serpent from Limsa + Quests is Levi because not once is he referred to as Leviathan by any NPC yet Titan and Ifrit are both referred to directly. Why be any different?
Not to mention the scale of that dude versus Levi is insanely different, they look different, they both appear and will in future.
Its very clear its just a Sea Serpent.

i rather think they wanted to make a little mystery about leviathan till there would be the time to fight him in battle. or is Final Fantasy story all about lifting all secrets in the beginning without cliff hangers? well...
lv 15> is not the time to lift all background story to the player about the "sea monster"
and backstory about ifrit was first introduced after the content patches of the new team.

When did it summon a tsunami? I just saw a big-ass fish jump out of the water and disturbed it as much as a big-ass fish would. Besides, that thing looked gray and dull. Leviathan has always been some shade of blue.
I'm not talking about the Intro.... the "monster" you call it appears also later on in limsa story cutscenes. (the youtube video below)
.. the tsunami appears when the "sea monster" flies into the air.. i wonder which attack could levi perform if not that one. why should an unimportant sea serpant appear in an important story mission... and with such a power? the intro was the first cliffhanger of that "sea monster" (all we know about it)
the second cliffhanger is in this scene (Skip to 6:16.) and i think the old team has introduced more story concerning leviathan in later updates.
and that was all created by the old team.... yoshida always said final fantasy 14 looked not typical enough "final fantasy" to him... and he wanted to change this.... (introducing moogles etc. pp)
that sea monster appears two times... in the intro first... and later on much powerful in the limsa story missions... its abvious that this is a story cliffhanger (what is that monster about? will we fight against it any day?) you think it is there for no reason?
and the player only can escape in this situation with the help of Y'shtola.
i mean i dont think either of its appearance that this should be levi... but we know... the old team was not the best to create a typical FF world. i mean dodos for example are new to the ff universe as well. very untypical like many things were before. ( the job classes itself... )

Am I the only one that thinks the original Leviathan looks better than this new, generic, cloned one?
Could be something different entirely and be able to fly and do tsunami, about that also you dont see him actually summon this, so it could of just been a normal attack, you dont even really get to see the whole picture of it. It makes no sense to be levi. Titan, Ifrit and this creature has been in the files since day 1, Ifrit stayed same and so far so has Titan, their scales are massively appart, it wouldnt make sense to start referring this creature as Leviathan then come the day you fight him and hes the little sea creature we see in the files at the moment? You'd not only be pissed you're not fighting what you expected to, but also a little confused how hes transformed by about a 10th of his size and looks completely different.
I also dont remember devs referencing him as Leviathan directly, in the "Making of" videos he is referenced as the Sea Serpent.
The most badass monster of the game doesn't have to be a summon primal... It usually never is in FF games lol.
