    additionally i look at the firing reticle and press the buttons appropriate to the cannon action and it still does not work,

    The point is you do not press the button appropriate to the cannon action you press the confirm button alone, such as the button you press to confirm a menu option.

    Lust pomander requires a target and as such is not a valid comparison to the skill you are refering to. The lowest level comparative skill in game is Freeze. If you have a blm friend they may be able to explain more clearly to your understanding. (not counting caster lb since its not easily repeatable.)
