Wasn't chaos designated the EU data center at the time already? So players had a choice before. Be that as it may, I thought I remeberd a one time only serve transfer offered, but I may be misremembering the one you provided a link for. TY for the link.If I recall correctly - Yes, there was.
Away from them, not to them.
Ah, yes. Source here:

Excuse you, there were no free transfers to the Chaos data centre. Only NA players got special treatment in free transfers away from Chaos.

Because the Chaos data center is being relocated, certain players may find they are no longer playing on a desirable World. In order to address this issue, players will be allowed to transfer from Worlds within the Chaos data center to Worlds within the Elemental, Gaia, Mana, Aether, or Primal data centers free of charge for one week.
*The free World transfer service will not apply to characters moved from the Elemental, Gaia, Mana, Aether, or Primal data centers to the Chaos data center.

I never said they were free in the first place. i just said that they should have moved by that point at the latest. as i also put i said they chose playing with friends over choosing a good ping. even though they were all in the same location why anyone would think that it would be a good idea to play on a NA sever when in EU is ridiculous. People being in a different time zone will affect when you are able to do content.

That's a dumb argument because the same applies to NA players who were sitting on Chaos at the time.
They've set the precedent, the same reasoning they used for the precedent applies now so it is not at all unreasonable to expect them to offer free transfers again. There is one and ONLY one argument to be made in favor of the lack of transfers and that is that the increase in latency might not be noticeable, because the servers aren't moving far.
That one argument is valid. Everything else is idiots being idiots. And I have no respect for idiots, regardless of where they come from.

Wouldn't really call it special treatment. This was the advised server for EU players, but as the server was located in NA also worked for NA players. And afaik, Square did not advertise that Chaos was going to be moving until shortly before they did it, and certainly weren't telling people this in 2013 when the game launched(relaunched). This made sense to offer NA players an option to stay on NA servers. Now, we are talking about EU players on NA servers complaining about not being able to transfer away from the NA servers they've been on. Not exactly the same situation.

All I see in this thread is QQ no free transfers. -QQing intensifies-

I guess they should have offered free transfers for the europeans at that time, because their decision to move the entire data center itself for free, instead of having everybody file out a transfer ticket was a bad idea too.
Giving free transfers to the NA players to that time, that were on the chaos data center which was located on the same continent they were living in, now being moved to a whole different continent not just a different region of the same continent, was defiantly a conspiracy theory.

While I have no horse in this race personally since I play in a completely different region, I do feel that is a strange way to view it. NA players on the EU-flagged servers knew they were playing on EU-flagged servers but still got the offer for a free move, while EU players playing on NA-flagged servers back in the day knew that there was no downside to playing on the NA servers as they were located in the same place (there were many threads on this very forum advising new players of this). The logic of the EU and NA players in question is completely consistent. Maybe EU players wanted to play with friends in NA or maybe the time zone differences were actually favourable for them. Maybe NA players wanted to play on EU-flagged servers back in the day to have access to more French-speakers or German-speakers etc. There are dozens of perfectly legitimate reasons to play on a server with the wrong flag when there's no actual difference between them besides the region label.
I don't think that the number of players affected this time is all that high. Offering them free transfers will be better press than listening to the endless threads about foreign pings which will be coming, on top of the threads from people actually in NA who end up with different pings for whatever reasons when the routing changes.
For what it's worth OP, the game is actually very playable with a bad ping (though you'll probably never top DPS charts since you can't double weave consistently). If you still like your NA friends you may prefer to stay put.

however you want to defend it:
NA players got a free transfer away from the EU servers when they relocated the EU servers. this relocation leaded to higher a ping for NA players, wich were playing on EU servers. these NA players have known from the beginning that they are playing on EU servers.
now EU players don't get a free transfer away from the NA servers when they relocate them. this relocation will lead to a higher ping for EU players, wich are playing on NA servers. these EU players have known from the beginning that they are playing on NA servers.
it's exactly the same situation. NA players got a free transfer, EU players don't.
