Free Transfer?

If, and that's a big if, there were any free transfers, it would be away from the overpopulated servers, not toward. They are locked for a reason and a free transfer to them would completely defeat the purpose of locking them in the first place. If you both absolutely must play on an overpopulated server, pay the transfer fee. Personally I think it's silly to be able to transfer to locked servers at all, but it probably makes SE a pretty penny.

They allow it because many people join to play with friends. A veteran player isn't going to want to uproot their entire character and this game doesn't really promote alts unless you want to get around raid/specialist loopholes. Basically, locking large servers guarantees people whose friends may have been interested are less likely to buy the game.

This was the reason I was hoping that with a RAF code they'd allow a one time free transfer to your friend's server. My friend is also likely bringing with him a small group he plays with on GW2 who are bored of that game, but they'll run into the same issue he's having. I'd transfer off instead, but Ive been on this server for years, and I'm already established with housing and such, so moving isn't really an option for me.

Sounds like a contradiction, you want a one time request for your friend to get a free transfer to you server but your friend has more friends coming in which case they would most likely want to play on the same server also so that one time request then turns into how many times request?

It would be one time per RAF account. The point is, it's hard to recruit friends when they either have to cough up an extra $18 or they can't play with you.

if the possibility to have more friends coming to the game is there, may be you should think to transfer to another server.

It sucks, but if they did allow for this most people who are recruited would opt for the larger sizes. Why pick somewhere tiny where meeting people might be difficult when you can hop into Gilgamesh or Balmung who have nearly 40,000 between them? One way to look at it is you get a month free when buying the game. So that essentially pays for the transfer.
