While I agree it was a failure, I don't think we have enough evidence to prove the bolded.

The first picture in the OP had the most votes, so it was the one that should have won. But with the rules stating you can only vote for one, so your previous votes are nulled (ie. going from 1 to 50), the hairstyle that was implemented won.

Same thing with the male hairstyle, I barely see anyone use these hairstyles.

Don't knock the male hairstyle, I think it looks great on my midlander. Unfortunately, neither of the hairstyles really work for all races and I don't like the female hairstyle much on any race.
