pretty sure they refer it to edo, however its a huge parody anime/manga, where japan is run by outer space aliens. Dont quore me on it though, it could be meiji, but quite literally, the atmosphere and this samurai's lore, sounds about the same.
No matter the case, it's likely that a settlement like Kugane is going to value neutrality very highly for the sake of trade and profit. It will also likely be very diverse in terms of who lives there - and the description already states outright that it isn't unusual for both Eorzean and Garlean ships to be docked side by side in its port. Add in intrigue and there is likely to be all sorts of different factions operating within, each with their own goals and desires. I think it could go either way when it comes to the combatants, the simple answer would be that they're Garlean or at least allied with Garlemald. The more complicated answer would be that they're not.
I'm hoping that Kugane will remain neutral and refuse to side with either Eorzea or Garlemald whilst allowing both to operate within. We already know from the lore book that Garlemald came to be out of necessity and that whilst some of their methods are certainly extreme things are far from complicated than them simply being evil and completely irredeemable. This was only highlighted further by Regula and his sacrifice. We know Zenos is going to do something bad but that doesn't mean everybody in Garlemald is going to follow or support him. It also wouldn't make much sense for everybody to side against Garlemald because, again, they're not without their redeeming qualities and the Warrior of Light and his allies do not have any business stirring up political unrest in every single settlement they choose to visit.
The 'liberation' plot points will likely be limited to Ala Mhigo and Doma, I believe. Mostly because of the hints a while back that implied that not everybody will want to be 'liberated'. We'll likely see the Warrior of Light deal with Zenos and the more rotten, power hungry Garleans but at the same time I would hope that we also see him deal with the same elements within the Eorzean Alliance.

I noticed the blurb for the Azim Steppe mentions that there's 50 known Xaela tribes as opposed to the 51 mentioned in the lorebook.
I wonder if the Hotgo are no longer regarded as a tribe in the wake of the massacre brought upon them by the Dotharl (Who seem like they'd be the go-to choice for an antagonistic tribe), or if perhaps the empire recently decided to make an example out of one of the tribes after they tried to resist, though I suppose it's also possible they just made a typo.
I'm also a bit curious as to whether or not there might be any Alexander-related dialogue changes in the zone, since it seems like the most likely spot they'd come up, especially if the fate of the Hotgo is brought up at some point.
While i very very much doubt it will happen, i do have a slight hope we will see every tribe wandering the steppes. Seeing the whistle only tribe or the marry horse horse tribe would help making the info in lorebook more real. Sadly most of the content in the lorebook is only there in text with no representation ingame.
Garlemald might have come to be out of necessity but they but their expansionist and 'conquer everything' approach certainly wasn't. Garlemald are going to be the antagonists. I don't think and I don't want them to be pure black villians but we have gotten enough hints to know that there are enough issues for us to see them as villians.
One way or another their are core aspects to Garlean policy that really are going to have to change for us to seriously work with them. Having Citizens having a great life doesn't make those without citizenship being treated poorly ok. Non citizens have no rights and are little better than slaves. It explains why women can be treated as sex slaves and not get reprimanded for it. We also know its not like they can just up and leave either. We know Yda died trying to smuggle Ala Mhigan refugees out of Garlean territory. I don't expect or want Garlemald to be all bad but don't be surprised to see a lot of bad.

I think its likely quite a few of the tribes, particularly the stranger ones, we might not see since they are either pretty obscure and would be difficult to implement without a lot of extra work or they generally don't spend much time interacting with the other tribes. For example there are a few tribes living at the very extremes of the steppes that we likely won't see.
That said, I think it is almost certain we will met the three strongest tribes which will be interesting since two of those are at war with each other.
I'll be a little disappointed if there isn't a fairly significant amount of dialogue changes for Au Ra players.
Though they'd have to also differentiate between the Xaela and Raen clans, because it's implied that the two are still at odds with each other to a degree, what with it being considered an oddity that one of the tribes is welcoming towards the Raen.
I wouldn't expect too much though we could be surprised. Generally we don't see much difference in dialog due to race. My guess is everyone will be treated as an outsider and for Xaela characters it will either be because they are seen as 'not of the tribe' or leaving the steppe as an adventurer is seen in a negative light or as abandoning the tribe. Also a lot of the tribes are in conflict with other tribes. Tribal wars seem common place with tribes being wiped out or absorbed by other tribes happening relatively frequently.
Regardless, I think we can expect to see some seriously juicy Au Ra lore. I am most interested in their gods and the origin of the weird half spheres we see on the Steppe.
Honestly, that may have been difficult consider what we learned in AST Job Storyline being that Sharlayan is extremely against sharing their magic with outsiders. Unless we go through another storyline with Red Mage involving another person from Sharlayan sharing magic from Sharlayan and being hunted down again because he or she broke this law it better that we the group that created Red Magic is not tied to Sharlayan.I might be biased but I was disappointed with that. Red Mage made perfect sense to be a Sharlayan thing (especially as the lorebook even seems to suggest Sharlayan was founded by survivors of the War of the Magi, I'm not positive as I don't own a copy but someone mentioned it). Far enough away from Eorzea to avoid the Witch Hunts, perfect reason to have not been seen before now (Sharlayans don't like to share their magic), and heck, Alisae honestly seemed to be going down that path. Not to mention the Red Mage AF gear screams Sharlayan in terms of aesthetic.
Disappointed in SE on this missed opportunity. Still, eagerly looking forward to more Red Mage lore.
For all we know so far Sharlayan may still be created by survivors of Mhach and Amdapor but they were a separate group of survivors that took a different path in handling their new Magic knowledge being their Isolation policy and Strongly against sharing their Magic and Knowledge of their new Magic as shown in the AST Job storyline with how they will assassinate anyone who tries to share Sharlayan's Magic.
Red Mage Order acts currently as a counter part of Sharlayan being they are open to the outside world and seek to share their magic to the world but most likely their reputation as survivors of Mhach and Amdapor has made it difficult for them to achieve this.
If both Sharlayan and Red Mage Order are created by survivors of Mhach and Amdapor then it would also explain their similar style in outfit design since it is not uncommon for people that originate from the same culture to create similar fashion design despite being separated from each other.
