


They said it at one of the FanFests (the first one?). They're not planning on dropping 32-bit support any time soon, but it was heavily hinted/suggested that people should look at moving to 64-bit. The way I personally read it was that 4.0 will be 32-bit and 64-bit, but maybe 5.0 will be 64-bit only.
To the best of my knowledge all of the Pentium D processors can run 64-bit Windows, but those processors are about 10 years old now. You're also (realistically) going to need more than 2GB RAM if you're putting a 64-bit version of Windows on your computer (it'll run, but it won't be great). You also can't convert 32-bit to 64-bit, it requires a clean install (as in backup/wipe/reinstall Windows from scratch and put everything back on).
They've said Stormblood will have higher requirements than ARR and HW (I don't think they're released what exactly though), but given all of the above, you're probably best either playing on PS4 or looking at getting a new PC, sorry.
