


Being a primal doesn't stops you from also being a dragon... both Nidhogg and Bahamut have been called dreadwyrms. To add, Bismarck has also been called a whale.
The primal Bahamut and the dragon Bahamut are two separate beings. The primal Bismarck and the flying whale Bismarck are two separate things. A primal is only aether given the form of the belief of the people who believe it into existence. Primal Bahamut is a fake dragon if considered a dragon at all, is what she's trying to say.
Again: Primals are beings of aether, the form they take depends on the people who summon them. Nidhogg, Bahamut and Shinryu LOOK like dragons because thats what their summoners had in mind. Bismarck LOOKS like a whale because thats how the Vanu picture their god. Being a primal stops you from being basically anything else - you can have a title that refers to what you look like or something.
Best way to explain what I mean right now is: When I was a child I had a plushie toy that looked like a fox - but it obviously wasnt a fox. A better example would obviously me having an imaginery friend who looked like a fox, because I gave it that shape - that wouldnt have made it a real fox either though.
I understand that it can be a little confusing, but dragons are actually a folk of living creatures and Bahamut was once one of them - the Bahamut we get to see however is only made out of aether, and not the living dragon Bahamut anymore.
If you kill a dragon you're left with the corpse of said dragon - if you kill a primal there is no corpse.
It may not have been a real living fox, but it was still a fox made from whatever material it was made from. Just like Bahamut is just a bunch of pixels in this game and not really a primal or a dragon..

To add to this -
While Bahamut is made of and feeds on aether, considering who summoned him, I think it's safe to assume that he has the same appearance and powers as the real Bahamut, and probably language (don't remember the FCoB cutscenes very well orz).
Shinryu though... his whole existence puzzles me (people were crying out for Rhalgr as they died), but I still find it hard to not call him a dragon especially when the reason given for his form was Niddhog's eyes.
