How do you build your limit gauge? By fighting..
All that is, is time - like a cooldown..
The only things that makes current LBs unique to standard skills is if you are playing fairly badly (taking lots of damage, getting spam healed etc) your LB builds up slightly faster - that and the fact LBs are party wide skills that are generally agreed upon before using by the raid..
Literally the only thing that makes the LB system not just some "super mega big attack on a cooldown" is that it counts up rather than down..
It has a different flavour - in terms of having a bar that fills up rather than a countdown timer. That is literally it.
If you were to give people personal LB's you might as well just toss in a new 3-4 min cooldown instead and call it a day instead of having to add more UI clutter with a personal LB bar.

That flavor is pretty important. And what people really love about LBs are the unique, flashy animations, I expect. At least, that's what I love most about them. AST's tier 3 LB is orgasmic but feels like a lot of wasted resources because you'll probably never see it.



Precisely this. All these wasted resources on things most players will rarely or never see.
Melee dps> ranged dps> healer > tank. That's the order from most used to least most used.
It probably doesn't have a connection to players choosing certain classes but I choose my DRG over my SMN so I can use LB3 every time
