I completely agree with this. Though I also agree with the OP. If I unfriend someone, it should remove them from my list, and remove me from theirs. Since friends lists are maintained on the local clients - IIRC - I can see why this is currently difficult. However, if friends lists get a reworking (especially an expansion to go cross world...) then, I believe they should be maintained server side, and when you remove a friend from your list, the system should reciprocate that move on the other player's list too. Conversely if you blacklist someone, the system should ideally place you on their blacklist as well, and at the same time remove you from their friend list (assuming you were ever there).
There's definitely room for improvement, but stalkers need to be reported regardless.
Blacklisting a player should;
- block them from all chat channels
- prevent your local client even rendering them
- prevent them from joining your party through PF
- prevent them from being matched to you through Duty Finder or Duty Roulette.
- remove them from your friendlist (if they were ever there)
- remove you from their friendlist (if you were ever there).
Is there an option to tag your lodestone entry as private? I feel like we should have the option of d-listing our character from the Lodestone.

Sad part is screenshots aren't accepted since they can be edited, and the GMs moniter stuff from some activity logs. Also getting him talking sounds like baiting in my understanding so I doubt that GMs would go after the stalker if it's found that it was so.In the chat menu, set up timestamps (preferably linked to server time). Do whatever you have to do to get that stalker talking and get as many screenshots you can of your chat log. If they don't respond to you, keep taking pics of that person following you in as many obscure places as possible. Lastly, file GM reports as if you're filing a police report (exact details of each and every occurrence and THEN the emotional summary) with links to as many screenshots as you can cram into that report.
The easier you make it for a GM, the easier it will be to get rid of that stalker.

Actually screenshots do help them because
1) the time stamps captured in the chat logs in those screenshots can be used to search for logs from those time periods more quickly and effectively than actually saying "oh, it's around this time".
2) GMs should know if a screenshot has been photoshopped, especially since screenshots with time stamps are permissible in some courts when graphics specialists that have studied the game can confirm whether or not they have been edited.
As for getting them to talk, it's not baiting if they're smart enough not to fall for it.
