    yeah seen a few with it does look better on a girl then does on a guy more so when said guy was a roe

    I think it has a lot to do with that frill around the neck and shoulders. Since males tend to have higher, larger shoulders that frill is just making them seem even bigger and looks ridiculous:

    On a female frame, with smaller and slightly lower shoulders, the effect is not quite as dramatic and serves more as a flourish.
