Let's be honest with ourselves though for a moment. If a NPC had shown up wearing that exclusively as their own fashion/look we would probably have a ton of requests asking for it to be added to the mogstation or something D:

It's not bad but I've definitely seen better drawn uniforms in other games....

This is something I would expect to see as an optional Glamour piece like the sailor suit stuff.
Kinda disappointed we're getting something that looks like a school uniform from the main scenario to be honest.

It is an optional glamour piece, it will have no stats and can be used on all jobs, doesn't matter if it's a quest reward or crafted, still optional to wear it.

We are scions, and so are those regular NPCs you see hanging around in the Rising Stones, that's the whole reason why we visit them in the Waking Sands after Copperbell NM MSQ, they ask us to join them.

By optional I mean coming from optional content such as the crafted sailor suit.
In my opinion this outfit does not fit the main scenario as the WoL is a soldier and not a school girl/boy.

This design is actually quite basic when it comes to School Uniform design in any JRPG or Anime.

It is mostly just adjusting the appearance of the design to fit the academy or group they are in if the Uniform is used for a more official organization theme.

Well the world of FF14 is one giant mix bowl of different type of fantasy and Sci-fi theme stuff. We have Garlean Empire for stuff like working train stations, flying battle ships, Giant Mechs and Walkers, and Photon Guns on the Walkers (aka basically laser machine guns). Then we have the Fantasy from different cultures all over the world outside of Garlemald.

There is also the question of how would the outfit be suited for a universal use because the outfit design will have to be suited to fit for all Jobs.

IIRC the tattoos mark them as a member of Louisoix's Circle of Knowing. This group merged with Minfilia's Path of the Twelve to form the Scions in 2.0.
