You actually make a business from repairs ? phhfft I don't believe that for a minute.
Now that materia conversion is in the game crafters have plenty of ways to make money, repairs are no longer needed for extra income.
And as someone said on Lindblum its quite common for people to only put the correct dark matter up as a reward, but there is no reward or profit because you have to use a dark matter to gain it, sad times if you actually fail a repair.

I'm one of those people who will repair other's items if all they offer is the DM, assuming I am high enough to do so anyways. Hell I often repair stuff right at my limit even if the reward is only a small amount of Gil as well, semi free XP imho. Plus I sometimes save the DM and most people offer that or like 3k Gil for a lvl 15 item. This could vary from server to server, and might also the hours which you log on/seek repair. My server is always swarmed with crafters and so seeking repair is very easy. When hanging out in town, I always see people repairing stuff left and right.
While agreeing with you that to not offer proper amount of gil for repair reward is bad, your statement that people who only offer the gil or the material to cover the repair are real cheap is not essentially true. Many people have friends or acquaintance repair stuff for them and they often refuse to take extra money. Chances are we exchange services, I repair yours, you repair mine, for example, so there's no need to overcharge or overpay. If it's a passer-by crafter, they (and also I) will look and see the offer, then decide whether or not to repair based on the offer. So yeah the "cheap" offer will be taken care of by the mean of supply-demand in itself.
Also, contrary to your belief, I am one of many crafters who're willing to repair when offered just the correct Dark Matter. This is partly because I like the free EXP from repairing. And of course, I don't want repair NPC to get too buffed or beefed up, because then everyone will always use NPC when in town. I'll be out of business!!! XD
And sorry to say, but I agree with Molly. Since we don't have the option to be "Oh! This gear is only half broken, I'll use half a fraction of dark matter, no need to use the whole of it," I think NPC repair is fine as it is.

I am a heavy gatherer, at least recently since my bro wants a lot of dye colours. I get a hell lot of Dark Matters from gathering, grade 3, grade 4, and even grade 5 when I'm super lucky (mostly from LQ reward), but I can't repair anything grade 5 anyway LOL.You actually make a business from repairs ? phhfft I don't believe that for a minute.

Then, when people are in a hurry to get their stuff repaired, they put like 5000 gil reward for grade 4 repair, so I make 5000 gil profit in a blink, not even having to pay 1500 gil for the Dark Matter cost. The highest offer I ever found and gotten were 10k gil. So yeah, that's my business.
Or even when people are offering Dark Matter for repair, I hop on it, use up my free Dark Matter from gathering, get one Dark Matter back, get 300 free EXP. That's also my business.![]()
Also, I don't mess with materia because I have inventory crisis from all my gathering.

You can't fail repairs anymore. I think its been that way ever since dark matter was introduced.

Oh yes, and this. Thanks Estellios. I overlooked that statement from Jinko.
Also:
Yeah so, never losing repair material on repair failure + a chance to repair using 0 dark matters + I get dark matters for free = good business for me, yep.

On Besaid, I frequently check people's bazaars in hopes they'll have something I can repair. Very rarely do I see anything I could repair.
My crafting levels aside, i've noticed that almost never is an adequate reward offered. Many times someone's reward value is actually *LESS* than the cost of buying the relevant dark matter! Sometimes they offer the relevant dark matter or the next tier dark matter up, and then it's a break even (plus you might get some XP), but it seems that most people don't realize you have to pay for repair materials...
the idea of paying based on % damaged would matter more if the % damaged actually affected the quality of the item like it did pre 1.19. Now, though, the item is fully functional until it reaches 0%. So for that, i dont mind paying a fixed price.
When all else fails, Heck the Bed.

I'm thinking its more about convenience, if you are running past a repair NPC you can just get repaired quickly without being ripped off.
At the moment we all have to leave our armour and weapons go down as low as possible before getting them repaired just to get our monies worth, its why I see so many people in parties with red damaged icons.
