We reported him (several full parties) but he still ques and doing it so obviously it does not work.

Working as intended. Apparently SE doesn't care about the quality of Diadem, just that people run it.
That's why they out a near impossible to get 280 weapon in there, so people can participate in Diadem, whether they're having fun or not

This is becoming a serious problem. I don't mind if someone needs to afk but to do it from the start and somehow not get booted due to inactivity is wrong. You should have kicking rights until mission is complete or no rewards if you don't help with missions.

People shouldn't be allowed to afk before the main objectives are done, hell it doesnt even let you switch to gatherer until the main objectives are done.
Not doing the main objectives should count as refusing to participate in the duty.

A mentor stole my house, slapped me across the face, and raised my ping from 15 to 30. Literally unplayable.

As long as they have helped complete the required mission, there's not much the GMs can do about it. Their participation in anything beyond the initial mission will likely be considered optional. You'll see the same lazyness in 24-man raids (although much harder to recognize if you aren't using a parser), 8-man raids and trials and 4-man dungeons. You get people who are lazy and want to be carried through the content until they get what they want. In 4-man dungeons, it's easy to recognize and kick. In 8-man dungeons and trials it's a bit harder; but you can still recognize it w/o using ACT. In 24-man dungeons it's nearly impossible to recognize w/o using ACT unless they drop after getting their loot for the week.
