People prolly don't raid in NA because most of us, even with good internet, get a terrible ping. I've got more than enough hardware and bandwidth but the sheer distance the DC is from where I live leaves me with about a 500-800 ping. Raiding is much more difficult with that kind of ping, if I had a low ping it'd be much easier and much more attractive.
