With a cooldown that short, every major encounter needs to be balanced with the fact in mind that players have access to this sort of ability.

I totally agree with you and hope this idea doesn't resort to make people wait 2 hours just to optimize their output when fighting bosses. What if it could be done in term of great buffs like huge amount of haste or accuracy that lasts for 30 seconds and a 30 minute cool down by having a summon roar around.
I hope our ideas are useful though. Anyway, below are 10 min cool down buffs that can be used once per fight or once if you haven't stopped chains.(if used in a chain then wait till the chain is over or wait 30 minutes from last used)
Garuda = High Evasion Buff
Ifrit = High Attack power buff
Shiva = High Magic Attack buff
Odin = High Armor like a stoneskin that lasts for 20 seconds
Leviathan = High Haste buff
