And that is simply to keep the aspect of the twelve, the sacred, godly, twelve, intact. They are the gods.
And even going by the existing lore and hints we've seen of the Othard steppes, The dawn father might just happen to be a corruption of one of the twelve. Or he could have been an allagan that in ages past crossbred something into the Au Ra, much like the Ixal reveres an allagan flying squadron(?) as their goddess, Garuda. The Au Ra have their "Azim" steppe which only tells me that the twelve have been around othard for a very long time. Im sure we will learn more of this in the expantion.
The world of hydaelyn shows that there are only twelve gods. They may go under different names in different regions, but the number is twelve.
