She does look a little similar, but keep in mind basically all final fantasy cg things like this are made by Visual Works . They've been a thing since 1997 and their stuff does kind of have a "look" to it. I'd chalk it up more to the studio re-using stuff than anything. Plus they wouldn't part her hair the wrong way if it was actually supposed to be her.

She does look a little similar

Is it only me that looks at more than just hair colour and length? Ok, so, facial structure. Trailer girl has a sharper jawline, giving a much more sterner look, and gives a much more oval shape than Yuna's rounded shape. The hair style is entirely different, it's been in the game since 1.0, and was originally from FFXI as female Hume hair. Her eyes in the close up pictures show that they are brown, even in the size you posted, the brown is visible. With all this, the only similarity is the hair colour, which with the light shining on it like that, is itself hard to judge. So no, not even a little similar, she has much more in common with the preview Hyur female that was posted earlier.

But seems like any generic female with split brown, neck length hair can be Yuna, so here:

To be fair it is Yuna's model, they didn't make a separate model just for that FMV.

Generally, if it were an actual cameo, it's very apparent and not vague.

IE: Shantotto and Lightning and what's-her-face from FFXI.

If it's Yuna, it's missing anything that says without a doubt that it is Yuna. The easiest things to notice would be her in an outfit that people would recognize, but still in accordance to the area she's in (X default outfit would work as well as the festivities outfit from X-2). Or, to make her appearance reminiscent of her model (like her hair beads, her easy-to-spot green and blue eyes, her long braid from X-2, her necklace, etc).

I've seen a lot of people get picky over calling her Yuna in that scene in the past, which is technically correct but not relevant to the discussion. So not surprised either way ¯\_(ツ)_/¯
