Because not every data center has the same population. It's one thing to be on Balmung and have 8 characters, each with an L home. But on Lich or one of the deader Worlds, it's not harming anyone by far.
Population is irrelevant. One set of rules to govern which apply to everyone and every server regardless of population is the only fair way to handle things. Low pop servers can become high pop servers one day.
How many men am I involved with? Well that depends... do you mean men as in males? Or just midlanders?
I still believe that our efforts would be better spent pushing for SE to revamp the housing system so that something so punishing for players would NOT seem like the only option.

But it's still wrong to do that in my opinion. Housing is limited, far more limited than potential player growth. Hoarding houses is excessive greed, plain and simple, and it needs to be stopped.
And I was making a point that Balmung isn't the only World. When considering a game changing feature, one should look at the entire player spectrum that will be affected. Something that benefits 3-4 worlds could be detrimental or an inconvenience for the others. Say, for example, a forced characters on screen limit. As in you had absolutely 0 choice in the menu option to manage it yourself. Benefits people with less than optimal systems and Balmung players who simply die via framerate, but what of the people who never have this issue?
I don't understand why people want instanced houses, doesn't that defeat the social aspect? People need to understand that there aren't a lot of houses if you consider the amount of people. Just judge through ffxiv consensus and you will be surprised how many people are without a home. Having appartments or adding more does not solve anything, it's the alts that are the problem. Why would someone have 8 alts with each having a house? they just literally take away our homes because mrs johnson is rich and she needs 8 plots meanwhile dedicated player x has no house. This is the failure of the system and adding more plots won't solve anything, restricting housing per service account will make room for others. The only alternative way for people that want to troll others is to buy another copy of ffxiv stormsblood - good luck but you still aren't getting your 8 plots unless you make 8 service accounts. Honestly why being so selfish?![]()
Nah Madepossible check Wildsar housing, it's instanced with incentives player visiting but besides allowing everyone a house it also has a massively more creative system, in part only possible because it is instanced, that drives people to visit- something that's probably going to be used like opium Kupo nuts on a server like Balmung. Ignoring that though that instances do not have to kill community, and allow a lot more creativity / items, I'd like to wonder what community people see in FFXIV's? I just went through 10 wards and I met a total of 5 people, three of which are at my FC house, and I waved to all of them none responded (afk) ... and I don't think anyone is suggesting to get rid of FC housing where an actual consistent community is.
So maybe 2 out of every 20 homes has "community" but offering everyone a house with far greater power (and doesn't have to be a loss of community) sounds very appealing to me.

I asked them why they need houses on every character, I did not ask the playerbase in general.
