You have to be careful though, because that incentivizes developers to make the content tedious ,boring, or even frustrating to encourage more cash shop sales.I would be totally fine with the cash shop existing if we had some way to obtain all items in game as well. It could be for a high MGP, or an achievement reward, or some other method - just having the option would be nice. That way people who enjoy projects in game have something to work towards, those who want it right away can buy it off the shop. Win-win.

I wouldn't mind the cash shop so much if it didn't have so many exclusives, even then I'd probably swallow my pride and buy a couple things if it was account wide.
That's my main complaint really. Mounts are account wide so even for the somewhat steep price you can rationalize it if you have a few characters you use, but character only cash shop is too much.
I believe that's what Skivvy had in mind. As it is, there's no other option at all; so even a tedious, boring, or frustrating challenge to get around paying for it in the cash shop would at least be an option for those who'd rather commit the time they're paying their subscription for towards obtaining it rather than paying for them outright.

They've been trying to do that. Content is the same in fact! During the last Live Letter it was said that there's someone in charge of deciding what goes into the game itself and what goes into the cash shop based on "will this be profitable should we sell it in the cash shop instead? The problem is that not everyone all at once will be happy for as often as they try to add just a couple of things here and there to the shop. We get quite a bit in the game itself through MSQ, MGP, FATE events, etc that there has to be some balance.
Plenty do that now. But when you have the camp of "we want something to really work for!" and they're the loudest, you get the relic weapon grind. Then you get "that's too difficult!" from others. Do EX weapons then and for some that *still* might be too much work. Some people don't want the work, they want the instant gratification. I don't want everything ever in the CS, and I'm glad the flying chair was a GS reward. But again, balance. If that's how they're going to balance out glamour and vanity items on high pop servers then so be it.

Except that I think you may have the point of the relic confused. I was under the strong impression that the Relic weapon was meant to be a weapon that casual players who did not spend lots of time in end-game content like raids and extreme trials could obtain through continued effort. The EX trial weapons were - IMHO - meant to be glittering rewards for the extra effort involved in those trials, just as other end-game gear was intended to be the glittering reward for the extra effort involved in other end-game content. The Relic was not intended to be conventional end-game content because it was targeted at players who are not typical end-game players. However, the order in which you [place relic vs EX trial weapons strongly suggests that Relic has now become end-game content as well.
That's a pretty crappy turn of events IMHO - and seems to go against the intent of the Relic in the first place.
