I think "done" was the incorrect word to use. More like, a viable graphics engine is being set in place. If I was a developer, I wouldn't tell my customers we are using a new graphics engine if I was not currently in development with it.
One of the pdf's is pretty clear about it. The engine is about 2/3rds complete and is estimated to be ready by December.
The assets, though, are not being developed yet (aside from concept mock-ups). I don't think the difference will be that huge in that regard though.
Yep, they also don't take long to have a usable build. The only reason you don't see other developers making new engines is because Unreal for example is already made and does everything you can want, but they don't at all take TOO terribly long to make, especially when it was stated they've been at it since at least April of 2010.
