Odin is a special case and has a type of history on how he comes to be so he is a unique type of primal unlike the others so others wouldn't work. Shiva as an example, if you finish story , could give you an idea on why.

It could work for most primals but certain ones like Shiva wouldn't work because of the story, unless it was an alternate version of Shiva and not the same one we have come to know. All they would have to do for the others is have the FATE description say something along the lines of X beast tribe has gathered enough crystals to summon Y primal. It really wouldn't be as hard to make it work story wise as people make it out to be.

Why would a beast man God entity be roaming around when worshipers bring victims to converted and gather crystals for them? Odin has a way that makes sense. How would it make sense tied in? Logically would clash with the story in almost every level. Why have hard mode, extreme? Now an EGI version how the summoners got theirs makes a bit more sense and likely to happen trough a possible same ritual. Example, a rouge summoner tried to manifest the powers of a primal only to fail and now is running lose. " or perhaps a "A rouge summoner wants to take revenge, to test his power he has decided to test his skills on the unsuspected victims of ________ by summoning ___________ egi. " this I can almost see it as part of a fate and doesn't distort the story line.
