That could be hell for queue times, and then what would it do with 2+ people queueing together, one with and others without? That's probably not how this is done.

No, its just people that haven't done the quest wont get the drop to hand into the goblin at the end. Proto Ultima will always be there.

The patch was split in two parts due to a bug in the new Diadem. Proto-Ultima at Dun Scaith might be a temporary stop gap and the weekly may change with the release of Diadem.
