Ok, so someone with the exact same access to housing as you, the exact same competition as you, and the exact same resources as you was able to get 19 houses, but in that time, you hadn't been able to get even one?

Depends what they want. For example i don't like any of the old housing districts. But i really want one of the new ones as my main in Nin and considering eventually adding Sam so it would fit well with my character
I'd say report them, but sadly, SE won't act without proof that the houses are being hoarded for resale. You'll probably have to wait until that person starts selling them. Best you could do would be to contact that person as though you're an interested buyer, take screenshots of your chat log with that player intending to sell you one of his 19 houses, and then send a ticket to a GM.

The system does make a difference between FC and private house, the FC doesn't just belong to the master, it's assigned to the FC itself and any person with this permission is considered an owner and can demolish the house and relinquish the plot, be careful who you allow to have that permission
It's impossible to disallow FC masters from buying houses, because they can easily leave their current fc, buy a personal house and rejoin the FC and get master back.
It's impossible to prevent people from buying houses on alts using FCs, it's just a matter of buying the house on your main in another fc, joining on alt, passing master to your alt, repeat per alt.
The only solution would be to disallow low levels from becoming FC masters, but that's beyond ridiculous, the FC system does not revolve around housing and can exist without housing.
SO this whole thread ends in nothing, the only thing they can do is disallow multiple private houses, but people would resort to FCs to own multiple houses and there's nothing (reasonable) SE can do about that.

People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
You're assuming.
This person has full gil on all characters (which allows him to buy houses from other players), multiple accounts, and is rich irl.
Some who know him suspect RMT may be involved.
I wouldn't call that the same resources.
This doesn't solve any thing.
Maybe on some servers but not on others.
12 zones with 80 homes = 960 homes.
My server has a lot more then 3k people a lot more then 10k...
Commendations.
If I play dps I only give it out to other dps.
If I play tank I only give it out to healers.
If I play healer I only give it out to tank.
Only if they should be getting a commendation.
There are always exceptions to the rules!
It's only 60 homes per ward unless they mentioned there was an increase in the new district? Of course that doesn't make it better.

if you're seriously suggesting housing monopolies cannot happen because everyone has the "same access", you're objectively wrong.

No, a lot of FC leaders like myself have to take in consideration when furnishing for the FC house to LOOK LIKE a community house and not a personal house. We want our members to feel like they're "coming home" to OUR house, not MY house. So yeah, I would want my own S plot on top of the FC house. Because if I were to make my entire FC house all pink, my co-owner would most likely murder me.
