In theory, yes, but there are still rules governing who gets to be appointed. If you can become one of the 6 wealthiest people in Ul'dah, one could argue that the Sultana has the responsibility of installing you on the syndicate. An appointment is made by financial standing, not the sultana's desires. (Poor thing...)
But moot now anyway.
