So what is the deal with this? Why do premades have so much power? Can there be an option where I can select "Do not want to be matched with people that formed a party of 3 or bigger?" I mean I just do not get it, SE attacks PvP for toxicity when PvE is worse, like with this nonsense. Also PvE abuse is worse since I am cheated out of my complete reward for no reason.
Premades that kick simply to get someone else in or to get the loot themselves are bad..and can be reported because this is not really something about different playstyles. So if they kick you without a reason and you know they are premades I would send a report. The GMs can simply check every chat and if they somewhere wrote that they planned this than maybe they will get punished. Otherwise you might even just be kicked without any reasons with total strangers so I dont see any reasons for changing the system.
And not everyone who is premade is like that. I often run with two other friends and our tank and me always try to crack some jokes or make emotes and we already had players saying afterwards that it was fun and even asking from which server we are.
I am going to be honest: I do have a feeling that this is more about hating the PVP restrictions and now trying to find a argument that PVE is worse. Yet strangely (and I know this is only my confirmed bias and not everyone experience) the most hate and toxicity was in PVP and never in PVE.
They admitted during the run a large number of them was from the same FC, I just did not know how many but they where sending mts in pt chat leaving me confused.Premades that kick simply to get someone else in or to get the loot themselves are bad..and can be reported because this is not really something about different playstyles. I am not trying to find PvE worse, IT IS WORSE! I KNOW is worse. I just did not know stating such facts was needed. Now it is since SE is targeting the wrong things. Plus I just never had a group of people stoop this low. there was no auguring at all. I was completely shocked. It has been exponentially worse since 3.5, and I do not get why that is either.
Something needs changing, I should not be cheated out of rewards. PvP toxicity (if hat exists in a wide scale, I really doubt it) does not actually harm your progress in the game, while PvE toxicity does. I am upset being kicked out at the final boss for no reason to miss the rewards. if it was not for that, I wouldn't care much.

So you was potentially kicked for a reason like the person you quoted said. Sometimes you wont agree with the kick but it does't mean that the person who initiated it didn't have a genuine reason. This is simply false information.
I was vote kicked when doing the Sea of Clouds dungeon after starting Heavensward (Neverreap) as either my Monk or Dragoon (cant remember now.) All that was said in the entire run was " {Hello!} " (in auto translate) by me at the start of the dungeon.
We proceeded with no wipes, not talking, no arguing, at a quite regular pace. After the end of the first boss, the other party members stood there doing nothing, waiting for loot to distribute.
After the loot was distributed, the tank continued to not move, then all of a sudden with no words, I was outside of the dungeon.
I assume, its because I wasnt pulling ilvl200+ gear numbers so I was kicked.
Please stop pretending like this player base is all candy and rainbows.
I was kicked only twice, both of which times I was not geared within 20 item levels of the rest of the player base.
Both of which were right after I purchased Heavensward about a month after it was released.
So 2 times, within the same week or month, I cannot remember, in the span of 4 years.
You can't just kick people because they are new or can't magically pull numbers past their gear. As long as they are not causing failures to the run, then they shouldn't be kicked. "I want this DF finished 5 mins faster so we are kicking you" is not a valid reason. I would of loved to kick that mnk in last round of expert who refused to do any kind of aoe, it was terrible slow but I did not complain other then commenting it would be a good idea to do some AoE damage.

You can actually. It's called "playstyle differences".You can't just kick people because they are new or can't magically pull numbers past their gear. I am not saying it was right or wrong I was saying they had a reason. Personally I wouldn't have kicked if the run was going fine. This is one of the problems though ilvl sync is set too high average min ilvl is 145 there and sync from 210 that is a massive difference. Especially in that one as it can be done fast. You can't just kick people because they are new or can't magically pull numbers past their gear. Just read this persons posts on the pvp forum. They seem to have a wonderful personality. I would not be surprised if they are removed from groups at a consistent rate. They seem to think it is everyone else.

OP, what is your suggestion to fix this problem?
A separate queue is not viable and likely not possible with the way DF is setup.
IF they remove vote kick from partial premades then you leave room for people to grief the party with no way to get removed.
Maybe you should accept that this isn't a wide spread issue, that it happens to so few people within the thousands of duties happening in a day that it doesn't require extra actions, accept that there are bad people and move on.
