I only recall them saying that HW comes bundled with Stormblood for those who don't have it yet.

They did originally, however, they ended up changing their minds and making it required.

I think it is more likely that what was actually said was lost in translation. I always took it as being that they felt they needed some way to skip people to the start of SB as when he talked about it he also mentioned needing some way to recap them of the story so far. Effectively I think he was very vaguely talking about a story skip potion.

On why we go to Doma, I think its unlikely we get captured. The leader in Ala Mhigo right now is Zenos and Yoshi P has been pretty blunt in saying he will be a completely unmitigated bastard who 'no one will sympathise with'. IF we got captured under those conditions I think if we were getting shipped anywhere, it would be to some kind of detention facility, not for a tour of Doma, particularly since your talking about a place that Garlemald came down on hard as an example to the other provinces only a couple of years ago. It wouldn't be the best example Garlemald could call on.
