People who transfer houses wouldn't have multiple houses tho. It'd simply change location, so currently homeless could grab the open slots in currently available housing areas.

You made me think the moving feature may have a critical flaw: it assumes there is a free slot somewhere
I think if an empty slot is needed (and cannot think anything other, unless it "swaps" two housings), the feature is gone and done in first 5 minutes the slots will be for sale.

At best, there should be no favoritism for either homeowners or homeless in land grabs. Though the whole idea of new open slots in the old wards will be tricky as homeowners can give an advantage to their mates if they say their intentions of moving so someone else can be ready to buy the plot before anyone else.

At least they already have delay on opening the Stormblood housing plots, so people don't exactly need to rush there at release.

Err no? That is pure favouritism toward those who hadn't spent the gil early, and a kick in the face to some home owners that actually paid up to 300 million gil for a mansion on release. Nothing fair game about that..
Those that are currently homeless had the same opportunity as those who currently have a house. We didn't do anything special other than login at the right time, and have the gil saved up and ready for it.
Might not be an issue on a lower populated server, however those current single-home owners on Gilgamesh/Balmung/Excal/Leviathan/any other popular server would be slapping you right now.
Why penalize those who managed to get a house when it's the system that's at fault for not meeting the demand?

Just because you own a house currently, does not give you an advantage over players who don't - it simply means you don't have to throw away the cost of an extra house in order to move to a more desirable plot.
I am not sure if I entirely understand what you are trying to say here, however the idea of a house moving feature is that you relinquish your current plot (lets say I have a house Large house in Lavender Beds) it would allow me swap that large house with an available plot in Doma.
Therefore the old plot in Lavender Beds would be up for grabs to those new home owners that want a plot specifically in Lavender Beds - and not Doma.
On the flip side of this, I really hope the "house moving" feature doesn't relinquish your house - give you some "token" that allows you to buy a new house of the same value.. Then you end up relinquishing it and getting this token - teleport to the other ward only to find both the new house and your old house get gobbled up.. I only managed to acquire a house a few months ago, in the same ward as my FC's house. Personally I'm hoping they open it to purchase and moving so I can move my house from the sub ward to the main ward and possibly closer to my FC.
That aside, I feel like they should just give everyone, new and old, the same chance. As long as you have the gil saved up, a homeless player would be at odds with fellow homeless players just the same as they would be with those looking to move their homes.
