No, I believe it can be eased on a per server basis. It is perhaps something that needs to have some noise made about.

I'd imagine its because there are very few servers that have zero vacancy. Low pop servers still have open housing plots.
I guess our priorities were different when we were new (I actually came form Faerie too!). I wanted to be on a larger server to have more opportunities to rp/make friends. To me, housing was a bonus then and still is kind of a bonus now. My eb and I have apartments in the same ward in our fav district, so we’re happy enough with what we have.

From the top of the source pageI'm on Behemoth, and to be honest with you I am not sure of the accuracy of the above graph. The reason I say that is that character creation is almost perpetually locked on Behemoth, in fact Balmung and Behemoth seem to be locked about as much time as each other. Yet that graph indicates an active population on Behemoth about half of Balmung. It doesn't make much sense for Behemoth to be locked so often if it's population is comparatively lower than say Balmung or Gilgamesh.
(Any reference to "Active" players, refers to players who have the wind-up aymeric minion from the 3.3 story)
A paid transfer doesn't get blocked out by server population which explains Balmung's inflation even though it's restricted. Shoot, your server could be at/near what SE thinks of as an acceptable amount.
You mean server population limits are bypassed by transfers? They don't impost a limit at all? From the top of the source page

I was a bit worried that I'd find the population on Faerie would feel low, but it hasn't. From the census, it's #10 of 24, which puts in the medium range. I've made many good friends and I wouldn't leave them. There may come a day when I get tired of FFXIV and come back from a long break to find them gone, making a server move feel like an option, but that isn't going to happen in the foreseeable future. The only thing I wish Faerie had more of was RP, but that goes back to priorities. Occasional light RP suits me just fine and I really enjoy housing systems. I guess, a huge RP scene is a bonus for me, whereas easier access to housing is a priority. I'm probably spending about an hour a day hanging around friends houses and apartments engaging in half-RP chatter as is... going IC and OOC without markings in a way that would make Balmung players cringe. As long as I'm having fun!
