Boosting your ilvl with non-class appropriate accessories is cheating the system. It's not against the rules - but its definitely grounds for a vote dismiss if they are also underperforming obviously. Basically the OP is going into content expecting to be carried - and found that the groups they were in didn't want to carry them.
