patience II allows you to fish collectables, even if your perception is too low to get the fish as HQ. You have to hit a base 1% HQ rate that the +80% patience II bonus works (same with miner and botanist HQ rate buffs)

I mostly spam the skill that decrease the time for which takes the bait for big fish with short window.

I never saw a Window where the Percental Chance of High Quality popped up as a Fisher.
Miner/Botanist have that Information contained in the Slots for their Nodes, but Fishers do not have these Numbers, like 1% Base HQ Rate, lmao.
That's completely buggus.
Perception doesn't work that Way for Fisher, it's a useless stat, simple.

there is no window, the info is hidden, but its the only explanation, why you cant get problematicus, opabinion, charibenet, raimdellopterus, the armorer and sea butterfly in HQ, even under the effect of patience II. Same with shonisaurus back in 2.0. Fishers had to use Perception food, it was impossible to get a HQ mahar withoutProof, asap, Please.

There generally is too less Informations about the 3.5 Big Fish. Unless People figure the Way out of to catch them, everything is rumored, that goes also for your "1% Base HQ Rate" thing.
Let alone the biggest FFXIV Fishing Website doesn't have the needed Informations about them, which is pretty much normal after a Patch.

all recorded fish of the 6 new legandaries (ff14angler) are NQ, most of them were caught under the effect of patience II. The ones that I got are same size or bigger than the recorded ones, so I can say for sure that they are NQ
The only logical conclusion is, that Patience II has no effect on the HQ rate, when your perception is too low, but it still increases the seize of the fish (which is proven, if you compare seize numbers)
Well thats how Miner/Botanist Folklore Nodes work, if you sit on 859 Gathering, the Node automatically triggers 0% Gather Chance, any Ability that increases Gather Chance won't work.
So that would be Indeed Logical. Square Enix should correct the Description of the Patience II Buff that you get, so many wasted Attempts for Feast of Famine due of Patience II usage...
