Besides, Korea and China have both been getting region exclusives relative to their cultures regularly. We have not.
It's important to note that China (and I believe Korea too) has their game published by a different company and that's a lot of why they get to have things like that made by / for their teams. Their patches are also significantly behind ours last i looked (and as a result none of their servers are shared with NA/EU/JP).
SE should still give us exclusives if the others continue to get them. Even Japan got the maid/butler outfits before we did, straight from SE, with NA/EU as an afterthought. We should get our own first dibs/exclusives on certain things to, if for nothing else then as a thank you for being long time supporters of the game. It's clear you have no idea how licensing works. Of course they did. It was still a good business decision, as it promotes the game (as a promotion should). I don't know why that would be surprising.
A good business decision, sure. But at the price of excluding a huge chunk of your playerbase. It's wrong, unfair, and if done too much, can really upset the people who are being excluded (and possibly affect profit as a result).
Just imagine how much more money they could've made if the promotion had been in multiple countries too? Sure, they ended up getting the outfits to other countries in the end, but if anything that's even more unfair. Because it goes to show who their first priority is (Japan, not NA/EU). Not the only way they show a strong preference for Japan either.
Too much exclusivities with SE in this moment :/
