I'm sorry, but it has been painfully obvious since the patch notes of 3.4 that they do not care about "fixing" healer balance, they simply wanted Ast to be a popular job in its own expansion. They did it by purposely making Ast have an overloaded kit compared to whm. The only way they can fix Ast is by making more than 3 of the cards desirable and consistifying the benefits of their usage. This 20% balance card is unlikely to stay, but bole is very likely to stay, considering the fact that you still might not even want to use it.
