I disagree, in fact every character in the game can use white magic when the sphere grid is complete.

Yuna is the only character that can use summoning magic. Thus its more accurate to refer to her as a summoner. Indeed even the game's lore refers to her as such.

Ok, but she's the one who starts off with white magic and the other characters acknowledge her for that. Ergo, the staff is good as a WHM glamour for this game.
