If someone in your party DC's, and you kick them before leaving, you wont get a penalty. You only get the penalty if the party is full.
If even ONE player leaves, dc's, or is vote kicked, you wont get a penalty for leaving. It's literally only if you purposely leave a full party, in the middle of the dungeon.
