I used snagging when I caught mine and I did not use Fish Eyes. I don't know what my stats were as I did not have melded gear, but I believe I was using the Ironworks set and the luminous fishing rod. It probably has a minimum gathering/perception requirement. However, one of the comments on ffxivangler says the player caught it with stats lower than yours so I think your gear is fine. The biggest problem with the magic bucket is that it has a very low chance of being caught. I think the rate is like ~1%. It took me about 100 catches to land one. I'm not a career fisherman though so other players may have better advice.
