    The complete edition are usually one code that unlocks everything and not separate codes, I believe is how SE does it.

    Ad it seems, expansions will behave almost the same: one code to unlock every expansion up to this expansion but no ARR unlocking (so HW has one code that unlocks HW only, but SB has one code unlocks both HW and SB).
