So the datacenter is a cluster of servers connected together. Each cluster has the world servers, instance servers, lobby server and all attached to them. Now, what can happen, when you have multiple servers at capacity, is they will bog the cluster down, and can result in a crash. If the traffic from a set of servers exceeds the clusters limitations, then boom.

This is all generalization, I have no idea how SE has the servers set up, but its a good example.
