Miqo'te ears and Au Ra horns create issues. They have been increasing the number of common styles, but I think this may be an ask too far.

I'm sure changing the XYZ coordinates for the in-game hairstyle models to fit that races' head shape/size isn't much of an issue, seeing as how the Lightning hair looks on AuRa females.

The problem isn't that it is difficult. The problem is that it takes game resources that may not be available to lower end systems (like the PS3).
Loading 50 hairstyles in 1 zone is a thing. Loading 300 hairstyles due to different race/gender configurations however is different and lag will occur from client side. Lag may even occur from server side too at that point.
It's the same thing about character details. It's not difficult to implement. The challenge is shrinking the resources it uses. You gotta ditch certain things so the game isn't unplayable on PS3.

The Luminous 2.5 Engine (FFXIV's engine) works as any other engine would work. Which means in Assembly or PPC, all the developers would have to do is re-edit the hairstyle by NOP'ing four bytes (32 INT) then figuring out how to hook those into functions to make it playable. The problem isn't that it is difficult. Also, the PlayStation 3 will be dropped in support once 4.0 is out. Which makes this much more realistic.

That lalafel twintails hair we got back in 2.x challenges that theory. Besides the pigtails, it's tight against the head. There's no excuse now. There's few hairs that would clip through the horns weirdly, and that's not much of an issue for miqo ears.
There is no apostrophe in Au Ra.
Stop adding one three years later.
