    Well, I don't know. Papalymo uses the ritual to imprison the primal, and that ritual uses the power of the twelve. It makes not much sense use the Rhalgr power to imprison... Rhalgr itself. I think we will never see the Twelve, as they are gods, but nor primals. And, it is supposed they watch over Eorzea. Maybe could be a primal manifestation fo Rhalgr, but not Rhalgr itself.

    Works a bit differently than that, as far as we can tell.

    Strictly speaking, the ritual just uses an immense amount of aether, including all of the caster's own. It's considered to be powered by the power of the twelve by the general populace as that is who they prayed to the last time it was used, and it was those prayers that generated enough aether for it to almost work against Bahamut. As far as we know, the twelve aren't actually involved in the ritual

    Though there's little difference in the outcome, I'm glad the option was there - being able to at least try and stay even if we're forced to leave (much like Yda) felt appropriate.

    Except that it isn't the real Rhalgr but instead a primal created in the image of Rhalgr. I don't know all the lore, but unless the 12 are all primals then it simply isn't him.

    That's my bet, and honestly I'm not quite sure how this went under most players' notice considering it was spelled out for them during the HW MSQ.
    See, Hraesvelgr's rant about Ysale and Shiva, and Tiamat's exposition about Bahamut. Add to that what's been known about primal-summoning since 2.0 -- primals are corrupt, reflecting and amplifying the base desires of those who created them at the time of their creation. The only exception thus far was Ysale and Shiva, which can be attributed to her possession of the Echo and using her own body as a focus for the summoning.
