While not specifically termed there is a reason why it's considered Race Specifc Equipment (RSE). Can the races not retain some uniqueness?

I would call it fake RSE so no it really has no uniqueness outside it really glamour and should be available to all races. It literally the same name "Hempen Camise" and even same icon Unless you talking about the actual RSE like Hyuran Tunic or Miqo'te Separates yea that gear can stay race specific
