What is with this game and half-naked women as bosses?

lol to all the "there are half-naked male bosses too" answers. Sophia, Garuda, Shiva, Echidna, etc. etc. are designed specifically to appeal to a certain type of audience, namely those attracted to the stereotype of a gorgeous female figure. The muscle-bound forms of Sephirot, Xande, Titan and so on are, conversely, NOT designed to appeal to the opposite group (those attracted to the stereotype of a gorgeous male figure). They're not in the same category in terms of fanservice at all. :/

Whether or not they add half-naked male bosses to make up for the "lack" is one thing and not something I'd advocate for, but I for one would love a little more diversity and logic in the female designs... Like why does Garuda have boobs when female Ixal, the origin people for this goddess, don't? There's basically an unwritten rule in the game that if a boss is female, she must be either traditionally beautiful... or scantily clad. Is there any female boss in between? I can't think of one off the top of my head.
