There was no dungeon crawl segment in T12, that makes more a trial.

That's not how itemisation and rewards work. Phoenix shared a loot table with Bahamut because he was in the same series of content. He wasn't separate content. Weapons drop from content which is itemised to drop weapons as a reward as part of the games reward system. Its not like there is something about Primals that intrinsically tie weapons drops to them.
Bahamut is an elder primal, yet he is not a trial. The last turn of each Coil drops weapons. Whether they are primals or not is irrelevant.
Twin is not a primal. 1st coil, last turn, drops weapons.
Nael is not a primal. 2nd coil, last turn, drops weapons.
Phoenix is a primal. Final coil, Turn 3, not the last turn, doesn't drop weapons.
Bahamut is a primal. Final coil, last turn, drops weapons.
Coil requires progression of each turn to get to the final turn and its weapon rewards and completion gives you access to the next raiding tier. This is how it was orginally designed.
Omega will be a Raid not a Trial. How the weapons are obtained is unknown.
I understand what you are asking but imo...
If they are going to use resources to design new weapons, they might as well design an actual new trial with them. Not toss them in older content that is less relevant or in the case of Phoenix, not a trial at all.
