WoW was infamous for having a large combat heavy underwater zone with a breath timer when you first arrived which a large number of players did not enjoy.

Quite possibly. Not only that but we are attuned with the elements, including water, anyway so they'll pull from that. A blessing from Thaliak & Nymeia perhaps? He was pretty much poking fun at WoW with that.
Magic items that grant infinite breathing have long existed in FF Canon. I fully expect the quest to involve us drinking Oxyale.

maybe we will get one that can swim in this year's summer event?! We have all been wanting that bad ass recolored Elbst mount form the summer events.

Thought that is said that only flying mounts can dive? Would be silly if it couldn't swim >>; There are models of them swimming on top of the water in game I'm pretty sure? Or am I mis-remembering.
Edit: Just seeing the ingame info about the webbing being clipped. That is so odd, it must only be some because there are others that do swim when you do the quests...

Don't worry, I'm sure some mounts will be adjusted later on. Like how some mounts couldn't fly when HW launched.

Mhm...I'm having doubts myself. Knowing their "limitation-coding", they somehow inextricably linked flying and swimming, so that every mount that would be a good swimming candidate would also have to be able to fly.
Nooot really. They said that every flying mount will be able to fly, but not the other way around.

This is a Final Fantasy game. Logic does not apply in FF series ever. FF is an abstract high fantasy acid trip. You can't get drowned because .... ehh.... MAGIC voila. As someone mentioned you have a huge turtle flying with "natural gas" combustion engine inside the shell yet a water mount cannot swim. Don't take this game too seriously because it was never meant to be.
A diving bomb palanquin...
A diving magiteck armor...
A diving primal bird...
A diving manacutter...
