Best I could do is only advise him to stop doing it but here we are talking about suspicions. As he may never admitted he is doing so I can't start start conversations.
You can't really provide proof to GMs, so no matter what all anyone can provide them with is their suspicions and the reason behind those suspicions (non-response, movement patterns, etc). The GMs won't do anything about it unless when they get around to the report they witness it for themselves.

Not quite, GMs have access to the server logs of all activities and text chat. Sure, witnessing activity is pretty well open and shut, but that is not the only source of evidence open to GMs, and in this case it wouldn't just be GMs it would be the special task force that SE has to combat RMT types of activity, and they have more tools at their disposal.

I've had issues in the past with getting botters removed. While I think it has gotten better I still alert a GM directly about the person in question if I know they are botting after I see the tell tell signs. That seems to work better at removing them rather then the "task force" which doesnt remove any of the bots I report ever. GMs coming to the scene of the crime seems to the be the only working option from my experience and to not wait till later.
