Because Lalafellin aren't children in this game. RP is very different legally from actually having the character visually & explicitly being a child. So in short. People have most likely been reported, it's been looked into, and decided that it's not a problem.
And just to point something else out. If you've done the Starlight event, then you know of the Lala child at the orphanage.. What's stopping people from RPing their Lala's as children as it is?

Aww they look super adorable but I'm definitely more inclined for longer hair and body shape/build options. Like this wonderful example from sakamichan - just ignore the fact its a fox man. XD

When it comes to Lala's there is no difference. I believe someone; either in this thread or another, stated that their Lala was actually smaller than the child Lala. So there really isn't any discernable difference currently.

Yet if I posted a picture of a girl in similar state of undress the forums would have a witch hunt and burn me at the stake for my "over sexualization of females". Ahh equality.Aww they look super adorable but I'm definitely more inclined for longer hair and body shape/build options. Like this wonderful example from sakamichan - just ignore the fact its a fox man. XD

I would be happy if we could make younger characters like in the OP pic, or at least different kind of bodytypes would be really nice.

It is indeed, not a romance simulator. However our characters have been and will be depicted in acts not befitting underage persons, everything from drinking alcohol, to killing a god/king, and in fact staring in them down as they died in terror...
The implementation is simply a headache the dev team need not deal with, i only used secondlife as an example where far to quickly some persons can, will, and have made disgusting content using in game resources. As it is we cant stop them from making it now... However we need not help them either.
As teenagers they seem not quite different to the females.
I mean, you're on Balmung yourself so I doubt you're oblivious to the problems that plague the server. I have to question why you're so dismissive of them - and the concerns people have regarding underage looking characters potentially being a thing - by brushing it off as if the community support team are somehow going to address each and every valid complaint raised. If they did, Balmung wouldn't have the horrid 'no go' area that is the Quicksand. Nor would WoW have Goldshire.
In FFXIV you have players walking around the Quicksand with search info linking to extremely weird adult websites to try and bait people into getting involved in stuff that is technically against the game rules - not to mention various laws in the real world. Do you believe that to be appropriate if reports regarding such matters result in nothing being done?

I'm not being dismissive at all, but simply stating facts. Your concern is that people will abuse the fact that younger character models are in game. Yet the younger character model used to represent young Lala's is the Lala model itself. And yes, the Quicksand; on Balmung, tends to be a hangout for people seeking questionable RP, however despite there being a much younger looking race (Lala's) that could be potentially abused, the racial makeup of the Quicksand is typically moreso that of Elezen, Hyur, and Miqo'te.
I'll risk playing Devil's Advocate a little more; as I've stated if they've been reported, and followed up on SE's part, with no resulting punishment, then apparently no wrong has been made. Or perhaps they haven't been reported enough for SE to take action towards, perhaps people aren't reporting people as much as they claim, perhaps people see it and just move on with their time. Unless you can claim that you have reported someone and then proceeded to sit there and watch them (for hours, days, weeks, months.. etc etc) to see if punishment ever came upon them, then you can't claim that nothing is being done about it.
